I think it was a move designed to collect more tax revenue.

I think it's main thrust was to allow businesses to legitimize their hiring. The reason I think that is that business is the only clear winner in this proposal. I'd been wondering what happened to the last law, the last amnesty, which included a prohibition on hiring illegals. That clause seems to have fallen by the wayside. It doesn't seem to have been enforced. At least we've had no reports of that. The Walmart thing was an example. Did they take any action against the employer? Haven't heard of any.
