The young single healthy affluent are not going to buy into this, IMHO, in order that their now substantially higher rates subsidize the older and sicker and there will go the pool of people the AFCA needs to maintain the rates it needs to "universalize" itself.

Requiring people to buy health insurance services that they previously could op out of (maternity care etc.) is going to sink the program by driving the young and healthy out of it who will opt to pay the fine instead. At least that is where I would put my money if I had to bet on it.
