Who makes those rules????? I thought that's why we needed a supplement......

To my knowledge, the rules are made by HCFA - Health Care Financing Administration. Supplemental "MediGap" insurance for the most part covers (some) deductibles - and also the 20% copayments for part B.

For the beneficiary Medicare is great value, since it it covers most basic needs - and only costs a moderate amount which is deducted from the Social Security checks. The full cost of Medicare these days must be on the average over $7000 per person per year - plus what the patients pay out of pocket. It ain't cheap..... not easy on the taxpayer.
