Agreed, but as far as I know GSM does this in a binary fashion. It is either transmitting full power or not at all. CDMAOne uses a sliding scale, and thus there is some extra power saved here by CDMAOne. Note that there is no reason that GSM couldn't do the same thing and save some battery power and RF radiation. In my effort to simplify I was perhaps a little misleading.

Agreed. I think I was pretty clear on the fact that most of the CDMA power savings does not come from power control although there is undoubtedly some small effect from the fact that GSM uses a lower fidelity power control system.

Agreed here as well, but I think that even with block interleaving and relatively slow frequency hopping they are statistically somewhat more subject to fast fades. (although without good models it is impossible to tell for sure.)
