It highlights the fact that the president of the US had decided to go to war while he was telling the country that war was his last resort and while he was making mockery of the UN process...therein lies the integrity and lawlessness of the matter.

Hmmm. I think he can still say war is the last resort in late 2002, even though he's already decided in early 2002 that if Saddam doesn't surrender power we're going to war. In other words, it is probably normal for the US to basically start the actions that lead to war 6-12 months before the war starts, and barring a surrender by the opponent the war is going to start. You can still call it the last resort even though you began initiating operations 12 months in advance.

As for making a mockery of the UN process, I would say that was done by the countries which agreed to the first resolution and then lobbied against the second. If the UN is not going to enforce its resolutions, they are meaningless. And the US military is not going to sit bordering Iraq for a decade or two to ensure that Hans Blix is pretty sure that Saddam is complying.
