I think it's the former. The neocons laid out their response for a "Pearl Harbor" (and 9/11 certainly fit very well) ~5 years prior. I imagine that some of them may not have been entirely unhappy that 9/11 happened.

I'm not cynical enough to say they might even have been gleeful.

Until recently, I might have disagreed with you but having read recently the penchant of American presidents to go to war over false premises, I suspect you are right. From what I understand now, even Pearl Harbor was staged to some degree.
