I have only had a quick look so consider this preliminary until you read the documents yourself, but it appears that Bell Canada is selling the CO modems and high-speed DS-3 interface equipment to the ISP's at the quoted rates. The ISP's will then mark up the rates, add the subscriber modem and an ISP fee and then sell the package to the end user. The customer must also pay for a telephone line. All this will raise the costs considerably above the rates in these tariffs.

AT&T is opposing the filings without full hearings.

There are no modem vendors mentioned in the filings.
