We played "Make my day, punk!" with the Libyans because we could.

We have different rules with the Russians because neither side can afford to start shooting. For example, while Reagan was still president in 1988 the US Navy asserted its right of passage in the Black Sea near the Crimean Peninsula. The Soviets objected, and lightly rammed two of our ships. I've seen the video: The Soviet captain radios the US captain that he is authorized to strike. The US ship maintains a steady course and speed, and commences filming the action. The Soviet ship comes up from the rear, lightly taps the side of the US ship near the stern, and then backs off. The US ship continues on its way without starting WWIII. Pretty good seamanship on both sides... ;>)
