Just because a virus is drug-resistant does not mean that it is viable (able to infect & reproduce). During the mutation process, mutations are also produced that are not beneficial to the virus. (We're getting into a mixture of genetics + sociobiology/natural selection). Most mutations that occur are actually not viable + since they are not viable the ones we see the most are the ones that survive. (I'm a bit rushed this AM, so the explanation may not be perfect, but I hope you get the gist of it)
