If CA confiscates power plants, you can probably forget any new private construction of power plants. And after buying transmission lines, purchasing power for the ISO AND paying "fair market value" for 30 year old power plants (which are suddenly much more valuable), the state will probably be completely tapped out - which means that CA won't be able to afford to build any plants, afterall the lack of in state production is a major reason for the problem. And if you own 30 to 40 year old plants (with maybe 30 year old technology) then what? The merchants and IPPs are building new EFFICIENT plants that will produce power cheaper and cleaner than the old plants - which means eventually the State would be losing money operating these old dirty inefficient plants. The State would be better off partnering with AES or Calpine in the construction of new plants (joint financing and ownership).

As far as San Diego Gas & Electric and Dynegy:
DYNEGY denys ordering plant shutdown.
