What puzzles me about this theory is that any cpu
manufacturer would have run weeks of system verifications before
ever committing a new stepping to production.


Its also weird that the "Stepping Letter" (B) on the chip did not change, but the Linux bug disappeared in week 29-30 of production. To read about the Linux Bug, read chorus.com but realize that some of the earlier conclusions were incorrect.

Maybe IBM demanded that all the errata in AMD's document that said, "To be fixed in a later stepping" -- be fixed.
