I was told of two individuals who were approached by INIS to write their radiation license for them. They both declined according to my source. Yes, I believe you are right about Texas being the licensing entity not the NRC.

As for the FDA, I am no expert but I believe that they have to submit master drug files and standard manufacturing procedures for approval. This can also be a long approval process.
