I find it hard to believe this is going to go through. Who is BellSouth going to send a bill to? For how much? Who's going to enforce it? I can't believe the FCC is going to let this happen. BellSouth can't just decide upon their own to slap a fee onto ISPs. After all, it's an FCC rule originally. I doubt BellSouth has any enforcement capabilities for ISPs that don't pay them. Is this just all a rumor BellSouth is doing this?

No, BellSouth is not our local telephone monopoly. It's GTE for all of Florida. GTE is not a baby bell, but might as well be.
