Allowing insured groups to form (outside of the current ERISA driven employer groups) across state boundaries and exempt from 50 different state regulations greatly reduces costs.

Agreed. I would support a real national market in health insurance. If states want to impose excessive regulation on the insurers in their state I suppose they would be able to, but people could get cheaper insurance that better fits their needs elsewhere. And generally a more open national market improves both competition and efficiency.
