Well, the fact is that China started the 19th Century as a self sufficient nation with a large positive trade balance, and a bureaucratic and military class, that was able to run the country (despite the corrupt royal classes). By the end the of the 19th Century, the nation was carved up by the west, the economy was in shambles, famine was common, central control of the government was destroyed - resulting in warlords, and huge quanities of opium being imported into the country.

It would not surprise me, if the largest industrial operations in the 19th Century, were for the cultivation and manufacture of opium extract for export to China.
