Locally the magnet schools have created a disruption. For example, in an effort to get some diversity in the state colleges without resorting to quotas there is a policy to admit to college the top 5% graduates of a school. In a poor school the top 5% of graduates generally did not have SAT scores required for admission under general admission. If a magnet program was placed in the poor school it attracted students who filled the 5% slot and there was no longer any students native to the school who were admitted to the state college. Bright but not the brightest of students from other schools learned they could guarentee admission by transferring to the magnet school.
