According to this study, The USA ranks 19 out of 21 per capita for giving to poor countries. mediamatters.org What I don't know is whether they count the fact that US carriers are purifying water and US helicopters are flying in the relief goods. When we socialize, we are awesome. When we privatize, most of the "help" is stolen by the crooks who run private organizations.
