Those are both good questions.

By removing confidence in a strong dollar, he hopes to restore it again? That's what he appears to be aiming at. At least he appears to be aware of the moral hazards of his actions in some theoretical sense.

But we're headed for terra incognita, and being so much in debt implies eventual loss of control.
