When you think of it, the Soviet threat isn't anywhere near what it was a few decades back. So why do we have so many troops in Europe and Japan? Now true, some make sense from a forward positioning point of view and things like the military hospitals do too. But a rapid response force and the hospitals are only a small fraction of what we have in those two areas.
