I hope my ending was clear.

From day 1, too many have been using the take down of OBL as the only metric of success. They have been so noisy, we are expending extraordinary resources to do that. That is a serious error IMO.

Recently, we have been using too many of our troops and intel resources looking for key individuals. Those running that direct action piece have been provided too much power to call the long-term shots and to subordinate even - fracture - our other efforts. Yet the other efforts are what will win it if it can be won.

We got Saddam and enough of his regime to clear a path to phase two and blew the opportunity. Frankly, I wouldn't know how to get to a phase 2 from here without tearing out all the corrupt national Iraqi political structure we built so far to replace what we labeled a corrupt national Iraqi political regime.

My biggest concern is that we will first read about phase 2 in the after-action reports that try to explain what went wrong.
