What a BS article. For one, the CIA considered her to be covert, else they wouldn't have filed for an investigation. So the authors opinion on the matter is not particularly relevant. For another, Bush pledged to fire the person responsible for leaking the information. Whether or not it was an illegal action isn't relevant. Unless, of course, Bush lied. Not that is any revelation either...
