I don't know when it was taken - on a clear, non-inversion day obviously in the spring or fall, judging by the snow on the mountains. The location of Salt Lake City, in a "bowl" of mountains means that when we have inversions, usually in winter, the air gets really bad. Couple that with naturally high particulates (dust) from the surrounding deserts, and the air quality is often terrible.

Wood burning is prohibited in inversions, driving is discouraged, children and those with lung problems are told to stay inside and use particulate trapping central air filters.

The city and state need to promote electric and hybrid cars and public transportation like crazy, as 70% of the pollution comes from autos and diesel trucks. The geography isn't going to change.
