Well, not just N. Cal., but the whole of the west coast has pretty cold ocean water. In S. Cal., you can at least swim for a while without a wetsuit, but surfers and people that spend long periods of time out there all wear them, even in S. Cal. I first discovered this when I first saw the Pacific Ocean, stripped off all my clothes and jumped in. Shocking! I expected warm, welcoming water, like on the E. coast.
