NEWS ANNOUNCEMENT FOR IMMEDIATE RELEASE
Napier Secures Landmark Distribution Through Retail Giants

Fred Meyer Stores and Home Hardware

Vancouver, British Columbia, Canada.... March 2, 2000

Napier International Technologies Inc. (NIR.TSE) (www.napierintl.com)) is pleased to announce that Fred Meyer
Stores has placed its initial stocking order for the Bio-Wash One Day DeckTM products and Waste Paint
HardenerTM. This is the largest single order in Napier's history, putting product on the shelves of 125 retail
outlets by April 1, 2000, and will feature product displays in high visibility aisle "end caps" supported by
television, radio and print advertising campaigns.

Fred Meyer, a subsidiary of Kroger Co., is based in Portland, Oregon and operates 139 large multi-department
stores with concentrated distribution throughout the western United States. The company pioneered the One-Stop
shopping concept, carrying products varying from home improvement to food and clothing items with annual sales
of approximately $15 billion. The parent company, Kroger Co. headquartered in Cincinnati, operates one of the
largest supermarket chains in North America with annual sales exceeding $40 billion.

This new affiliation is a strategic distribution alignment for Napier's rapidly expanding product lines which are
expected to find unique consumer applications. Additionally Napier's 35% owned subsidiary Consolidated
Ecoprogress could benefit from these types of distribution channels for their revolutionary flushable line of
feminine hygiene products.

Napier International Technologies is also pleased to announce that Home Hardware Inc. has agreed to carry
Bio-Wash Waste Paint HardenerTM, Napier's environmentally friendly waste paint encapsulation technology.
Home Hardware has the largest chain of hardware stores in Canada generating in excess of $2 billion in
revenues in 1999 through their 1100 stores and affiliates.

The partnerships dramatically increase Napier's Bio-Wash brand name awareness and distribution in both major
population centres and now with a significant presence in rural communities of Canada and the United States.
