siggggghh! What possible reason would Kerry have had in 1997 to say that Iraq had WMD if they in fact, did not?

I don't know that anyone seriously argues Iraq did not have them as late as 98. Two questions, again. First, what happened between 98 and 03. Second, it now looks as if the Iraqis did not have the capabilities to be an imminent threat.
