Had they all been set on firm timers, how come the 4th bomb didn't coincide? The working theories that I have read is that the four were to set their timers at a certain time on the train they were assigned. The fourth bomber's train was not running for coincidental mechanical reasons, and he scratched his head for awhile, noticed the commotion of the other bombs, and decided to plant his bomb in a bus.
