The menu is actually a JAVA applet and is relatively simple to write. You can probably even get a few tools that would generate such an Applet automatically today.

The page uses frames with invisible borders. Basically a FRAMESET page is an html page that is divided up into frames. Each frame in turn loads another html page.

You can view the code behind the frameset by doing a VIEW SOURCE from the browser EDIT menu. The see the source of the page loaded into a particular frame you can right-click in IE 3.0+ and select View Source.
