Hamas doesn't have that many front line soldiers. They rely on volunteer suicide bombers, but if they tried using those against PA, all hell would break loose. They depend on public opinion for support; if that turned against them, they would have little to go on, and PA could handle them, maybe not easily, but surely. Plus many countries, including probably the US, would lend support to a genuine PA effort to arrest and try Hamas leadership.
