Yes, for being instrumental in breaking the back of the Soviet Union.

As for LBJ, his "great Society" evils far outweighed the civil rights actions he took for black Americans. Plus, they enacted all these civil rights "laws" when all they had to do was start enforcing the Constitution equally for all Americans. (That was the fatal flaw made after the Revolution. All peoples in America should have been protected by the Constitution, including blacks and [the then called] Indians.)

As for Jimmy Carter, he was not Commander-in-Chief material. He was a micro-manager and a christian-socialist. He believed the socialist-economist's approach, thus exacerbating the stag-flation economy until interest rates and inflation were the highest since the Reconstruction Era following the Civil War.
