Since I have a cable modem, my provider requires I use OE rather than Outlook for E-mail.

That seems rather odd. Are you sure it doesn't just recomend OE? I have used three different dial up services and I have also had both DSL and a cable modem. Other then the one dial up service that provided no e-mail, all of them would work with any POP compatable mail client. If OE doesn't work well you should be able to use Netscape Messenger, or Eudora, or Pegasus or one of many other clients.

But if I turn on the E mail scanner it locks up my inbox.

I've never tired the e-mail scanner. I use Yahoo mail at home now rather then my ISPs e-mail (mainly because I might change ISPs), they allow you to scan any attachments before downloading. You should also be able to save the attachment rather then open it and scan the save file.
