COAI criticises, consumers bodies hail TRAI's WLL order AGENCIES [ FRIDAY, JULY 05, 2002 8:16:22 PM ] NEW DELHI: Cellular Operators Association of India said on Friday the TRAI's new tariff order on the monthly rental for WLL services had left consumers vulnerable to upward revision in tariffs, in the absence of a ceiling or a floor on rentals. "It is felt that abstaining from prescribing either a ceiling or a floor in the monthly rental, consumer interests have been sidelined as there is no protection to the consumer from an upward revision in tariffs any time," the association said. COAI further demanded that the regulator should minimally lock in the new tariff for the entire tenure of the wireless in local loop (WLL)(M) licence. Expressing apprehension that the WLL (M) operators might indulge in "predatory pricing and anti-competitive practices," COAI said the absence of any floor or ceiling would prove detrimental to the competitive landscape and adversly impact the grwoth of the sector. "The TRAI order does not provide any clarity on the mechanism that will be adopted by the Regulator to prevent predatory pricing and anti-competitive practices," it said. However, a Delhi based NGO Centre for Market Research and Social Developement along with other consumer organisations including Common Cause, CPEACE, AICDE have termed the new tariff plan for WLL (M) as pro-consumer. "The earlier tariff of Rs 450 was too high for a service primarily launched to provide affordable means of communication to the common man," Citizen Development Society, a consumer organisation said. more economictimes.indiatimes.com
