Actually, one could be launched fairly cleanly. Use the shuttle strapon boosters (SRBs) to lift it to about 16km or so to get it above the bulk of the atmosphere. That would reduce fallout to zero. About 20 would be enough to lift 7000 metric tons of vehicle to that height. If you leave off the shock absorbers and concentrate on just material and equipment, you probably could deliver 4000-6000 metric tons to low earth orbit. That would give us one heck of a foothold in space.
