Truth is I think the SPR is inconsequential in almost all situations, but I agree with you that it should really only be used in emergencies. There's really only one way to get out of this mess: start drilling more now and start a massive crash program to get to oil independence through alternatives and conservation of oil. Anyone who disagrees that we need to do something big is just a plain idiot at this point.
