My reading on this is that it is taken to mean "Do not respond to insults in kind" A couple of verses later he says go the extra mile if some one asks you to do something.

In the Beatitudes Christ says "Blessed are the peace makers" or translated in other versions "Blessed are those that work for Peace".

He does not say Blessed are those that love peace or the pacifist. A complete reading of his words and his actions indicate that He was not afraid to confront evil or wrong doing and he did so forcefully.

This is reinforced by the Apostle Paul in Romans and in 1 Timothy 2. Urging believers to Submit to and Pray for kings and all others who are in authority, so that we can live in peace and quietness, in godliness and dignity.

I believe that many Christians get it wrong and their denominations wrongly interpret what Christ said and their doctrine is used as a generalization for all Christians.
