* The June 30th, 1994 Fed Funds at 10% ?

That was looking odly to me. Though it may have been possible ? I will accept here the obvious if it turns out so (according to your data). Though it still looks a rare event.

* The fact the the Federal Reserve according to Kevin do not set a Target Rate for the Federal Funds ?

I still strongly believe it is not true.

* The fact that this Set Target Rate is always above the Discount Rate ?

I think I've always seen that, though there is no binding rule here. Only pure logic would tell it's always the case. [like today's Discount Rate at 5% and Federal Funds Rate at 5 1/4%].

* The relative amount of money exchanged at both rates ?
