One of the many things going on here is that both China and Japan see themselves as the natural leaders Asia. Until this issue is resolved, you are going to keep seeing this. And that isn't going to be happening anytime soon. Yeah I know. That's why I'm saying sometimes international diplomacy sucks. If it were two people and the first one said to the second "You must apologize for hurting me in the past, and you must stop honoring the former rulers who attacked me!", and so the 2nd person apologizes and stops honoring the former rulers, usually the first person would say "thanks!". With countries, it doesn't work that way.
