I have begun building a position (already the largest of my uranium holdings) on exactly this premise: Areva, the company mostly owned by the French government, which is involved in every phase of nuclear: mining, refining, building reactors, maintaining power systems, decommissioning, waste disposal, recovery of usable residues, and so on.
