Its very simple.As a foreign Investor you do not pay Capital gains taxes except on dividends.Since The techs do not pay dividends,I have no tax payments.In some cases foreign countries have a treaty with the US, where it is reported to those countries and you are taxed at you home base.We have no taxes here.
