Smith, the "small fee" is an SEC fee which has long been charged for NYSE stocks and was mandated for NASDAQ stocks as well since the beginning of this year. It is charged as 1/300 of 1% of the sales proceeds so you will only see it on sell transactions, not buy transactions.
