"That is a third-person description" You don't know that. Since he gave it in German and translated it, that quote came from the article. Now, it could have been the article paraphrasing it, but if I recall correctly, the article quoted the letter in at least part. "don't bother with AMD, because Intel will reduce their marketing reimbursement, and I don't think the AMD business will compensate for that reduction." This, of course, would be illegal. "Here's a quote (following paragraph), with the original quote marks, from the link you provided. (which is still not the letter itself, but someone's description of it." No, that quote is from another article in FTD written by the same guy who wrote on the letter. The AMD (ex)employee is the one who wrote the blog. If you want to read the letter, click on the FTD link and read the article instead of endlessly theorizing on what might be in it.
