I guess your implication here is that QWST has the other half, being the domestic landline fare.

I recall other "complementary" arrangements like this before in other venues. The original CLECs refrained from competing with the Interstates, for fear of alienating their largest clients. TCG and MFS used to fit this mold in the early days. It wasn't so much a gentlemen's agreement with the IXCs, as it was a fear-of-retribution understanding.

IMO, this same kind of dynamic may be at play here, but to a reduced degree, which I think will prove to be a short lived one, at that. Both companies here are still quite young, in relative terms, and each is attempting to reach supremacy in their respective markets. And the international (submarine) and domestic (landline) businesses are different in nature to an appreciable degree, so they tend to co-exist and feed off of each other for a while. That'll change, tho... give it time.
