So 18,000 a year is a pay scale of $8.72 per hour (with no overtime).
All of my employees are eligible for ACA.

So they all get rebated low cost insurance,unless they are high paid employees.

Some do choose not to be in our insurance policy.

Heck, until my wife retired I was her dependent on her coverage at the largest nationwide Law firm in the U.S.

In fact for many years they even paid for the dependents of the employee.

I don't care what pocket it comes out of - its a mute point. It is politicians buying votes because they are handing out subsidized freebees ( medicaid or general funds no matter), regardless of what governmental pocket it sloshes out of.
