That's incorrect. The restaurant could just charge 15% more and give that amount to staff as "bonus" each month. However, if the tip is automatically incorporated in the bill it sort of defeats the purpose to incent the staff to give good service.

My girlfriend out here works in a 5 star hotel restaurant out here. They have 52 guests last night. Total tip (for the entire restaurant!) = $30. People are so cheap sometimes its frightening.
