That's the reason. Reminds me of the story about the Great Hurricane of 1900. There was an orphanage right outside of town. It was built there in the hopes that it would be safer from yellow fever. The orphanage was totally wiped out. A couple of days after the storm, someone was walking down the beach and there was a hand sticking out of the sand. They dug the body out there was a rope attached to it, which led to another body and so on. A total of two nuns and 7 children (I think it was 7) were tied to together.
