Probably if you limit it to West Virginia. Now if you want to talk about how it's done in Illinois then I probably know more about reclaimed strip mines than you and Mother Jones put together.

I've hunted and fished at several of the reclaimed strip mines and they make great wildlife areas. They make up the majority of water based recreational areas in Central Illinois. Power plant lakes make up the rest.
