Not to us. He still had to get that material into a bomb and blow it up on our soil to be terribly* dangerous to us, at least short term.* No, he didn't even have to do that much. If he had given either Al Qaeda or any of his home-brew terrorists help in building a dirty bomb, he could have been terribly dangerous to us. And what, really, was stopping him? Consider all the stunts he did pull in the last ten years.
