You took my comment out of context, which was:

The Bush Administration has been widely criticized for thinking that our "brand" of Democracy would "fit" in Iraq, or elsewhere in the Middle East, for that matter.

It was a central theme of the Iraq incursion, but it (the Democracy part) was not well thought through.

As another example, look at the elections we encouraged in Gaza Strip. Now, publicly we won't "meet" with Hamas' leaders, but privately we and other nations have to.
