If something needs to be done, it should be appropriated in a bill related to that function whether it is defense or transportation or whatever. My red flag radar goes off when these things are attached to unrelated bills.

Of course, if the Congressional leadership made a pact that NOBODY could tack on unrelated spending to any bill in either house, that would fix it all tomorrow.

Count me as not holding my breath on that one.
