A) Andrew was in 1992. Somehow I suspect the rest of the article is whacked.
B) Andrew is often used as a classic example of how FEMA screwed up. And why Clinton hired a professional to head FEMA and turn it into a useful agency.

This is why you are better off not posting links. You usually destroy your own argument with them.
