And what leverage will be brought to bear to "force" Israel and Iran to craft a bilateral arms treaty? The international system has done its worst to bring Iran to heel, and has been shown to be toothless. Iran has the oil weapon, and once they have nukes there is no option of invasion. They will sit there on the Persian Gulf and thumb their noses at everyone while plotting to take out Tel Aviv.
